Post Graduates in Chile At the beginning of April, the academic programs of pre and post degrees at the Business Management Faculty of the Catolica University of Chile were given the international accreditation of the AACSB (International Association for Management Education). The non-governmental American institution is conformed by the famous Universities of Chicago, Harvard, Yale, Columbia, Corneti and Pennsylvania. According to Matko Koljatic, Director of the Institution, this is the first business faculty in South America receiving this valued recognition, what should indicate an advantage in means of competition with other universities. Koljatic pointed that Chile became an important educational zone in Business Management for foreigner students from the countries of the region. They generally choose to study in the US or Chile. There are not many students in Commercial Engineering, but in the MBA program the 40% of the total alumni are not Chilean. Another Institution applying to the mentioned accreditation, is the Business Management Faculty of the Gertulio Vargas Foundation in Sao Paulo, as well as other institutions in different countries in Latin America. Koljatic pointed that Chile became an important educational zone in Business Management for

University "on-line" An interesting proposal is the one of UNIACC (Universidad de Artes, Ciencias y Comunicacion-www.uniacc.cl) which has an academic answer in international university based education. It applies the concept of Virtual Campus with interactive communication through Internet. From this semester, and with the support and financing of Banco de Desarrollo of Chile, the UNIACC opens an international program UAB-UNIACC, accepted by the European Community. This innovative Magister Program is given by the Universidad Autonoma of Barcelona (UAB) from Spain and coordinated academically in Chile by the Universidad de Cominucaciones (UNIACC). The Magister courses are given through Internet and are supported with attended lectures imparted in Chile by experts. These are complemented with conferences and international forums activated by Videoconference. They are received in the Multimedia Stations of the UNIACC in Santiago and/or at the homes or offices of the students. Where are young Chilean graduates? It has been said, that new professionals in the country have nowadays less interest in becoming entrepreneurs. For Marko Koljatic, it is not like that, he thinks that young Chilean professionals have the will to start new businesses but it is evident, that what they miss are capitals of risk. There are not easy financing mechanisms that allow young people with good ideas, to start a project. The Director of the Business Management Faculty says that there are already young entrepreneurs doing interesting things on the web. For him, the most developed business to business project in Latin America is Mercantil.com, a Chilean company. He thinks that it is necessary to give the time to this matter to develop. He points that because there are not founds for investments in Chile, it is necessary to go in the American market in order to obtain resources. He considers unfair asking why are not more international coverage Chilean companies on the web, when there are not a car, insurance or banking industries either. Nevertheless, he said that there can be found leading companies in other areas as copper, wine and cellulose. What is the opinion of Chilean companies about the Internet? Koljatic thinks that there is not a big enough Chilean company, which does not understand already the importance of the Internet. It is necessary to wait in order to see if the Chilean process will be successful, if there is going to be a similar phenomenon as in the US. He says that there are some successful projects. This could be a positive indicator but, until now, the only companies making money in the Internet are the ones selling equipment, the advertising companies and the media. Finally, he adds that it is complicated to compete in a regional basis because Chile means around a 3% of Latin America, and a company would also need to invest in Brazil, Argentina and Mexico, which are much bigger countries, in order to succeed. Chileans will buy USD 45 million on the net in year 2000 As an answer of what was pointed above, the prognostics of the Chamber of Commerce of Santiago (CSS) in the study "The Digital Economy in Chile" show a progressive increment in on-line transactions. According to the study, the USD 13 million destined in 1999 to on-line transactions, will increase explosively in the next years to reach USD 45 million in year 2000, and to a 10 times higher rate in year 2004: USD 455 million. The introduction of new models for electronic market are expected to impulse commerce between companies, increasing progressively to reach USD 5 666 million in year 2004. This would make the segment have the strongest growth in this period. The enlargement of Chilean sites coverage on the net and the mass-production of credit cards as tool for transactions, also have an influence in the increment of on-line business. Between 1999 and March 2000, credit cards stopped being an unusual way of payment between minor companies in the net. It was accepted by the 86% of them. In the same way, CSS data shows that 43% of the companies accepted any kind of purchase in March (including cash and check on delivery). Enterprises and Internet According to a study of the Center Year 2000 (Centro Año 2000), around 42% of Chilean enterprises have an access to Internet. As well as the size of companies grow, their Internet availability also grows. This is how small companies have a connectivity of 64%, the medium ones 81% and the big ones 93%. From a total rate of transactions made through Internet, the big enterprises will have a higher percentage because of the size of their business movements. But the small and medium enterprises will be a more relevant segment in numbers. Around 30 thousand firms will make EC transactions in the year 2004. That will be a 27% of the total number of Pymes expected to exist in the country at that time.
